About the role
We are seeking an experienced Health and Safety Manager to provide professional leadership, advice and assurance across the organisation.
Reporting to the Site Leader and working as part of the Senior Leadership Team, you will have responsibility for ensuring that effective health, safety, environmental and quality arrangements are in place and that the organisation meets its statutory, regulatory and governance responsibilities.
You will work collaboratively with managers, employees and key stakeholders to promote a positive culture of health, safety, wellbeing, environmental responsibility and continuous improvement.
This is a highly visible role, providing expert advice and constructive challenge to ensure that appropriate standards are maintained across the organisation.
Key responsibilities
As Health and Safety Manager, you will:
- Provide professional and strategic advice to senior leaders and managers on health and safety matters.
- Lead the development, implementation and continuous improvement of HSEQ policies, procedures and management systems.
- Ensure compliance with relevant legislation, regulations, statutory requirements and organisational policies.
- Maintain and develop management systems aligned with ISO 9001, ISO 14001 and ISO 45001 standards.
- Provide assurance to senior leadership on Health and Safety performance, risks, compliance and areas requiring improvement.
- Lead programmes of risk assessment, workplace inspections, audits, investigations and corrective actions.
- Promote a strong organisational culture where health, safety, wellbeing and environmental responsibility are embedded into everyday practice.
- Engage with employees and managers to encourage participation and ownership of HSEQ responsibilities.
- Provide coaching, training and professional guidance to colleagues at all levels.
- Monitor legislative and regulatory developments and ensure appropriate action is taken in response to changes in requirements.
- Investigate incidents, identify learning and ensure appropriate preventative and corrective measures are implemented.
- Develop and monitor Health and Safety performance indicators, reports and improvement plans.
- Provide constructive challenge where standards, policies or legislative requirements are not being met.
- Work with internal and external stakeholders, including relevant regulatory, statutory and assurance bodies.
- Support organisational resilience, business continuity and effective risk management where relevant.
- Line manage and develop a member of the HSE team.
About you
We are looking for a confident and experienced health and safety professional who can provide effective leadership, professional advice and assurance within a public service environment.
You will have:
- Significant experience in a public sector, public service, regulated or complex organisational environment.
- A recognised NEBOSH qualification or equivalent professional qualification.
- Strong knowledge of health and safety legislation, regulatory requirements and risk management principles.
- Experience of developing and implementing effective policies, procedures and management systems.
- Experience of working with recognised standards, ideally including ISO 9001, ISO 14001 and ISO 45001.
- The ability to provide clear, evidence-based advice to senior leaders and managers.
- Excellent communication and stakeholder engagement skills.
- A collaborative and people-focused approach, with the confidence to influence and constructively challenge where required.
- Strong organisational skills and the ability to manage competing priorities effectively.
- A commitment to equality, inclusion, employee wellbeing and continuous improvement.
- The ability to translate legislation and regulatory requirements into practical and proportionate organisational arrangements.
